The game's depth and detail is its greatest strength and also its greatest weakness. Where before you were tasked with building up your power base as a lone officer, this time around you've actually got a little city and some officers to start off, so you're not scrambling your way to mediocrity right from day one. It seems that this one starts players off with a bit more in the empire department. It's been a while since we've seen one of these games make its way from Sony's console to the PC, but I've played a few of the PlayStation 2 versions in the meantime. The battles and overall campaign setups themselves are more than enough to provide context for your actions. There are loads of story elements (and no small amount of genuine humor) throughout the game but no real coherent narrative. The game itself includes a number of different campaigns and scenarios, some of which are more structured and scripted than others, but, in any case, once the game begins, you're free to seek your own path to victory.
